I have no right to expect you to be polite to me or to each other, and if I want to listen to you - which I do - I have to do so on your terms. But I take insults as an indication that the rational argument has been lost.

To pick up on a couple of points.

I think that there are always good arguments for no change - I am a Conservative, after all - but that they are best made when you know what the alternative is. So I am very much in favour of exploring changes to guidance.

I understand the resentment about secrecy. I feel the same in similar circumstances - specifically Clegg's committee on Lords reform which refuses to talk to us until it has reached its conclusions. But on the other hand I think it inevitable - it's just not practical to draft proposals in a large group many of whom are opposed to the whole idea.
