You have to wonder about the background to this story.

However, the Janes were unable to prove to Cornwall Council that their daughter was receiving a proper education, and last November it served a School Attendance Order on her parents calling for the 11-year-old to enrol at Roche Community School.
Predictable comments from the council...

"This is a particularly unusual case involving parents who claimed that they were educating their child at home. In this case, despite repeated attempts by education welfare and elective home education co-ordinators to engage with the family, they were unable to do this, leaving us with no choice but to instigate court proceedings."
