311 Insert the following new Clause— "Support for home education Support for home education (1) The Secretary of State shall establish a body to be known as the Home Education Consultative Committee (the "HECC"). (2) The Secretary of State shall appoint to the HECC such persons as he considers appropriate. (3) The Secretary of State shall consult the HECC whenever he intends to make proposals that will have an effect on home educating families. (4) The HECC may undertake investigations into areas of policy or practice in relationships between the government and the home educating community. (5) The HECC may produce and promote guidelines and examples of good practice in relationships between the government and the home educating community. (6) The HECC may make proposals to the Secretary of State for changes in practice or policy of home education." |

Lord Lucas must have been lobbied bu EO to table this amendment to the Bill, presumably without even telling their own members. Either that.or Lord L did it himself without consultation.

BARONESS WALMSLEY BARONESS FINLAY OF LLANDAFF 279 Insert the following new Clause— "Arrangements for seeing children separately After section 16 of the Children Act 2004 (c. 31) (LSBs: supplementary) insert— "16A Arrangements for seeing children separately (1) The children's services authority shall secure that, when any child who is the subject of either— (a) an investigation under section 47 of the Children Act 1989; or (b) a child protection plan agreed by the Local Safeguarding Children Board and who is visited by his or her key worker, the child shall, if practicable and reasonable in the circumstances, be seen separately from his or her parent or care-giver. (2) The key worker referred to in subsection (1) is— (a) in the case of subsection 1(a), the lead social worker appointed by the children's services authority; and (b) in the case of subsection (1)(b), the key worker appointed by the Local Safeguarding Children Board."." Which is good news ....I think |

From the progress of the Bill, they debated it looks like they debated clause 39 on 29 June and here are another three days' debate to go on 2/14/16 July.

Sounds a good idea not least in that it will tell EO that they cannot sneak stuff behind our backs and it will remind Lord Lucas that there is a thriving HE community outwith EO
