				7. Policy background<br />
<br />
7.1 Following the general election on 6 May 2010, there has been a change of policy in relation to Children’s Trust legislation. While the Government agrees strong local partnerships are crucial to meeting the needs of all children, <b>there is a move away from central prescription and towards greater flexibility. </b>In line with this approach the Secretary of State for Education announced in the Department for Education Local Authority email on 22 July 2010 that he proposed to:<br />
<ul><li>Remove the duty on schools to co-operate through Children’s Trusts via the forthcoming Education Bill.<br /></li>
<li>Remove the requirement on local authorities to set up a Children’s Trust Board and the requirement on those Boards to prepare and publish a joint Children and Young People’s Plan, at the first available legislative opportunity.<br /></li>
<li>Revoke the regulations underpinning the Children and Young People's Plan and withdraw the statutory guidance on Children's Trusts, in the autumn.</li>

I am just letting you all know about the Home Education Conference that is <br />
taking place in Newcastle Upon Tyne on the 21st of October.  The venue is the <br />
Discovery Museum which is no more than a 10 minute walk from the main railway <br />
station.<br />

and Karen Turner from the Home Education Centre in Somerset.<br />

&quot;Karen’s first challenge at the school arrives in the form of the Kirbys - sixth former Jonah and 13 year old genius Ruth, who have both been homeschooled by their father, Marcus.  Marcus’s ex-wife Hannah wants her children to experience mainstream schooling, but he has little faith in the state education system.  Whilst Jonah relishes the opportunity to make new friends and have new experiences, high achiever Ruth feels she’s got little to learn - she soon takes matters into her own hands and runs away!  When the school discover Ruth’s disappearance, they alert the police and create a search party.  But the process proves particularly hard for Karen, as it is painful reminder of her own family situation.&quot;<br />

Its hard to imagine annyone actually watches this drivel but I notice its in its sixth series so I suppose someone must. In the end the 'homeschooler's (refered to as unworldly) realise that they need to attend school in order to learn things other than how to pass exam's!!!<br />

				As ministers call for history to be taught with dates, a research project is looking at how the subject has been taught over the last century and whether there are myths surrounding what is and isn't being done in the history classroom. The team from the Institute of Historical Research is hoping to piece together a record of how teaching of the subject has developed over the past hundred years.<br />
<br />
The 2 year project is coming to an end in early 2011 and will provide a record of what history was taught in schools during the 20th century, how it was taught, how the experience of teachers and pupils changed over time and how developments in national policy impacted on the subject. For the earlier part of the period research is being done with the help of surviving documentation, memoirs, diaries, exercise books and text books. Oral history is playing a large part in documenting the more recent years. Researchers have spoken to some former history teachers and pupils now aged in their eighties and nineties.<br />
<br />
<b>Both the Prime Minister and Education Secretary Michael Gove have been critical of history teaching under the previous government and called for a return to teaching dates and the history of Britain. At the Conservative's spring conference last year Mr Cameron said: &quot;Michael Gove and I were looking at the history curriculum recently for 11 to 13-year olds. There are only two historical figures mentioned: Wilberforce and Equiano.<br />
&quot;But what happened to Churchill, what happened to Florence Nightingale, what happened to the heroes of the Industrial Revolution? Britain has got the proudest, the most incredible history of any country in the world. Is it too much to ask that we teach our children about it?&quot;</b>

Adebowale is a patron of Rich Mix Centre Celebrating Cultural Diversity, a patron of Tomorrow’s Project and of the National College for School Leadership. He is a member of the National Employment Panel, the New Economics Foundation Board and the Institute for Fiscal Studies Council. He is also on the policy advisory board of the Social Market Foundation, and on the board of the National School of Government.<br />
Adebowale has an honorary PhD from the University of Central England in Birmingham, an honorary doctor of letters from the University of Lincoln, an honorary PhD from the University of East London[1] and most recently an honorary doctor of the university from the University of Bradford, where he is involved with their Centre for Inclusion and Diversity, in December 2007. He is an honorary fellow of London South Bank University and Honorary Senior Fellow in the Health Services Management Centre at the University of Birmingham.<br />

				Edward Stourton chairs a live debate in which Professor David Marsland defends his view that the mentally and morally unfit should be sterilised. Professor David Marsland is Emeritus Scholar of Sociology and Health Sciences at Brunel University, London and Professorial Research Fellow in Sociology at the University of Buckingham. He argues that the only way to prevent the abuse and neglect of children whose parents are incapable of looking after them is to stop them from being born in the first place. About two-thirds of children aged 3 years who show significant emotional and behavioural problems continue to have difficulties at 8 or 12 years (Campbell<b> 1995</b>).<br />

c) A positive child-parent relationship is particularly important for social and emotional development (for example, Fonagy et al. 2005). <div>Did anyone catch that documentary last night called ‘Faith Schools Menace’ in which Richard Dawkins put the boot into faith schools? At the climax of the program Dawkins authoritively states his main point in an extremely self-assured and almost God like tone which is that “our greatest responsibility in education is to unleash children’s curiosity and never limit their questions.” No one would disagree with that as an honourable aspiration but the means by which he proposes to achieve it falls way short of its aim. For someone who claims to be an EVIDENCE-based rational thinker how come he hasn’t looked at the EVIDENCE, which, if he had bothered to do so, would have enabled him to delete the first word of the documentary’s title. All the irrefutable and reproducible research findings, arrived at through the logical, reasoned and scientific methods that Dawkins is so fond of (as am I), strongly indicate that there is practically no place on earth that suppresses children’s curiosity and limits their questions more than school. If anyone can show me convincing evidence to the contrary my kids will be sent to school forthwith (assuming they would want to go after critically evaluating the new EVIDENCE). Earlier on in the documentary he expresses his disgust for the way children are labelled as Catholic, Protestant, Muslim etc but completely misses the most common label attached to children which is ‘schoolchildren’; which by his reasoning is surely equally repugnant since it labels children as belonging to the state (in most cases) before they have the cognitive ability to understand and critically evaluate the EVIDENCE offered by the likes of Gatto, Meighan, Holt, and their many international associates, showing that school-based learning produces significantly lower levels of academic attainment, social skills and, most importantly, emotional and psychological well being than learning by other means. The EVIDENCE also explains how schooling came about, what its real purpose is and how it impedes natural learning processes (I liked the history of British schooling put forward in ‘Overschooled but Undereducated’ which parallels Gatto’s in many ways). It has been said that schooling is the only true world religion and many of the arguments Dawkins applies to religion have exact equivalents that can be applied to schooling, some of which  are probably best illustrated in Illich’s ‘Deschooling Society’. How can someone as astute, observant and insightful as Dawkins completely miss the elephant in the room?<br />
An EVIDENCE-based solution that follows Dawkins’ logic would not just be to abolish faith schools, it would be to abolish schooling altogether and replace it with a learning framework fit for a democracy, a large part of which, of course, would be home education.</div>
