Default forthcoming girfec legislation

Mike Russell recently...

Quote:
We set out a package of measures to take this forward. One of those elements will be to build on our investments in early years by investing in a Change Fund, part of which will deliver a new generation of family centres [Susan Deacon].

We plan to introduce legislation early on in this Parliamentary term to ensure investment in early years is not an optional extra.

We also intend to go further - to explore legislative options to ensure Getting It Right For Every Child is firmly embedded in the whole of the public sector.

We will be consulting with stakeholders over the summer to define where the legislation can have the most impact and support the positive developments that are happening. We are open to views.

And, because we recognise the importance of the home environment, an early priority will be the development of a national parenting strategy that encourages agencies to work together to support parents.

"There is growing and conclusive evidence that what happens before birth and through the early years of a child's life dictates their longer-term life chances. Early intervention to prevent problems during this stage is both more effective for individuals, and more cost-effective for organisations."

http://www.scotland.gov.uk/Topics/Pe...le/legislation

Where? What evidence? Who paid for the evidence? Who found the evidence? You telling me that there is growing and conclusive evidence that what happens etc. cuts no ice with me, woman. Who are you anyway?

"I think everyone would agree that early years and early intervention are a priority."

Not at all. I don't agree. I don't see the need for poky noses of state officials in every person's private home. You'll have to do better than that, Mrs. Whoever you are.

.
We need to put together examples of what girfec would mean ie assessments of parental capacity .. and encourage people to respond but I think we should encourage people to cc to their msp's too as this looks like an agenda being implemented to warp the consultation questions #justmyopinion

And just look at the fuss when Gordon Brown's family's privacy was allegedly invaded by the tabloids.

Heid honchos like him expected to be safe from 'hacking' and non cricket type activity as they consider themselves to be more important than the rest of us and are exempt from inclusion on the universal databases by dint of their 'celebretard' status.

So forgive me for shedding no tears on his behalf since he and his sick sidekick Balls pushed for invasion of ordinary families' privacy in the form of ECM and early intervention.

If he finds it distressing to have his son's personal data out in the wild, how can he justify supporting the comprehensive intrusion into ordinary families' lives by paedophiles (state vetted or otherwise) and hackers in the name of child protection?

Similar things are happening globally - Scotland just seems to be slightly ahead in this particular area.

The politicians have bugger all to do with anything important - we have a new system of "governance" with new-style "leadership"

IBM Smarter Planet

IBM’s Sam Palmisano visited the Chatham House stage in London today having delivered a speech titled ‘Welcome to the Decade of Smart.’ videos if you can bear it...watch the "leaders" of tomorrow lapping it up.

Quote from The Smarter States of America: Samuel J. Palmisano, National Governors Association, 2010 Annual Meeting, Boston, Massachusetts, July 9, 2010

Quote:
Let me conclude by returning to my message of optimism.

A smarter state is not some grand, futuristic ideal. For one thing, the examples I've mentioned are real, and more are being deployed right now, by governments around the country and the world.

For another, the smarter state is practical because it is refreshingly non-ideological. Yes, debates will continue to rage on many contentious issues—from healthcare, to energy, to security, to climate change. But no matter which viewpoints ultimately prevail...the system that results will have to be smarter—more transparent, more efficient, more accessible, more resilient, more innovative.

To get there, I believe those of us in this room, and our peers across the public and private sectors, must take a leadership role. And here's the good news: We do not have to wait for the federal government… or anyone else.

Someone is going to turn healthcare into a true system, designed with the patient's health in mind. Someone is going to put in place the key building blocks for smarter education. Someone is going to institute standards, accomplish cross-segment connectivity and break down the silos across governments at all levels. Someone is going to unleash—and scale—the expertise and creativity of America's local communities. And someone is going to build the capacity to identify the key patterns in all this data and knowledge.

That someone is going to drive incredible progress in their region...and America as a whole...and across the world. That someone is also going to unlock economic growth and profit.

I suggest that someone should be you.

The key precondition for real change now exists: People want it. And they are hungry for leadership. Such a moment doesn't come around often, and it will not last forever.

My bold...

Getting back to our own wee human resource processor Girfec (remember it begins in health and then passes on to that other universal service education), another IBM Smarter Planet link.

For some reason I can't copy from this but please look at least look at "Why open standards?" and "The States lead the way"....

360 view of health, social services and academic records...

Will resist ranting further...

.
Maybe we should suggest that they set out in their girfec blurb what measures they are taking to protect children from radioactive contaminants? there will be multiple sources and albeit the majority will be very small risk isn't that what girfec is all about? removing risk, early intervention? so I see no reason that radiation risk (bearing in mind that now whales have become contaminated the risk in food is real as well as the oceans) should not be listed above 'future emotional harm'?
And then there is the ash when Katla blows, or Grimsvotn makes a more determined effort than she did last month, again the risk of ash and the adverse health effects is real and the risk must be listed above 'future emotional harmm'...
I will have a sit down and list all the very real risks that I wish to see Local Authorities be forced by law to address ..
I think I will quickly get shares in geiiger counters and face masks and maybe set up a couple of charities to address childrens need to be taught how to use ash masks and geiger counters then as soon as the girfec legislation protecting children from risk comes in I can apply for supply contracts and support grants .....

Are there any areas where you believe legislation could help to hasten the development of early years services - either by promoting good practice or removing barriers to good practice?

No. I think that the state should not seek to interfere more.

Are there any areas where you believe legislation would actively hinder the development of effective early years services?

Yes. The vast "tick box exercise" that is GIRFEC will be huge drain on resources.

If one believes that GIRFEC is a mistake then this question does not make sense.

Are there any areas where you believe legislation would actively hinder the adoption of Getting it right?

As above.
